A nine-member Community Advisory Team (CAT) was jointly appointed by the EWEB Board and City of Eugene in 2008 to guide the development of the EWEB Riverfront Master Plan. In January 2009, the CAT recommended Rowell Brokaw Architects as the primary design consultant for the master planning and public engagement process. The full CAT, project team, and Rowell Brokaw Architects design team are listed below under Phase 1. The CAT's work concluded in May 2010 when it forwarded a consensus recommendation for the master plan's primary elements to the EWEB Board of Commissioners. The EWEB Board then unanimously approved the master plan in June 2010.
Work on the land use applications and redevelopment standards needed to codify the master plan's vision began in November 2010. See Phase 2 below.
